Context
In Laval, recreational services available for the handicapped with special or complex needs are insufficient.  The physically disabled or persons presenting cognitive disabilities do not have many places they can go to on a daily basis that is adapted to their needs.  As of the age of 21, these persons can no longer go to school. For older persons, there are no age groups they can join which can meet their needs and their level of self-reliance does not allow them to integrate groups that are already present in the community. 

The Marcelle and Jean Coutu Center supports directly families in real need of support. It offers throughout the year recreational activities providing self-development potential.  Several activities are organized during the week with the support of accompanying adults, trainees and volunteers. A well-structured program offers adults with an intellectual deficiency whether they be self-reliant, partially self-reliant or multi-handicapped, creative activities such as handicraft, painting, music, zootherapy, outdoor outings, etc.  We also accept adults with a disruptive development disorder. 

Goal
Offer creative activities that are adapted to adults with a cognitive disability or another type of deficiency according to their needs by providing them an adequate care and support. 

Definition
In September through June, adapted activities are offered to customers at the activity center. In July and August a summer camp is offered to users.

Eligible users
Users 18 years of age or older are eligible. Groups are formed according to capabilities and skill levels of the users; self-reliant, partially self-reliant or multi-handicapped.

How to sign up to recreational activities?
Persons wishing to sign up to these recreational activities must call the Marcelle and Jean Coutu Center to complete the Personal Record and  the Registration Form of the activity session. 

Top priority is granted to Laval residents. Persons referred by the health network and natural families are also high on the priority list, as well as persons from other residential facilities.  

The Foundation reserves the right to refuse a user with severe behavioral problems who requires a level of  support that it is unable to provide.  A user with needs that are so complex that they represent a risk to his personal safety  or those of others may also be refused.

NOTE: Additional charges may apply should a user require caregiver support greater than the staffing ratio of 1:5. The QIF reserves the right to refuse a person with severe behavioral problems. Each participant must bring his own lunch.

Reservation procedures and cancellations

As you already know, the goal of adapted activities is to provide rest to parents and others providing care to a person with a mental handicap.

The demand for activities is growing each year and the maximum daily capacity is 40 places. For a new request for our activity services, application processing costs of $25 applies (these fees are charged only once). The Fondation IntégrACTION du Québec wishes to assist as many families as possible. So we are seeking to strike a balance that will provide an opportunity for all families to have access to at least a few places during a semester.

The Québec IntegrACTION Foundation sends at each semester the schedule of activities for all the registered users. Application forms must be completed and returned before the deadline.

All reservations must be made on the reservation application and the personal record of the user is forwarded to the Marcelle and Jean Coutu Center. Reservation cancellations must be made at least one week in advance.

Pay by cheque made out to: Québec IntegrACTION Foundation in two instalments: the first instalment for 50% of the amount due upon reserving and the other 50% half-way through the activity period.

The Québec IntegrACTION Foundation reserves the right to increase the costs of an activity or to ask that a user requiring significant support service be accompanied.

La Fondation IntégrACTION du Québec reserves the right to refuse a user with major behavioral problems.

The Recreational Center is open Monday through Friday from 9:30 a.m. to 3 p.m. except during the summer day care camp which ends at 4 p.m. When a user is late, his parents must advise the Center as soon as possible. An additional charge may apply whenever users fail to arrive or leave the facility on time. It is important to point out that no napping is allowed during the activity period.

General Rules

- Personal record
Parents are required to complete a personal record and provide a photo of their child's before his first stay at the Center. They also need to sign the authorizations required by the Québec IntegrACTION Foundation. Parents are responsible for advising us of any change in the child's personal record: intervention plan, support, medication, etc. The FIQ declines any liability in the event that such information is not forwarded in a timely manner.

- Medication
Users of the facility are required to bring their medication in a well identified Dosette with their pictures providing their names. Parents must ensure that directions for use of this medication is accurate. The specialized respite facility must be informed in writing of any change of the medication regimen. We ask facility users with severe and known allergies to bring their « Épi-pen » to the Center. Facility users must have their insurance card with them. No nursing care is provided without a special agreement with a CLSC. Parents are responsible for advising us of any change in the child's personal health record: intervention plan, support, medication, etc. The FIQ declines any liability in the event that such information is not forwarded in a timely manner.

- Allergies
At the specialized weekend respite all meals and snacks are included. Should parents wishing to add food items to our menu need to know that the CMJC will refuse all products, foods and beverages that could have traces of nuts, peanuts and/or citrus fruits (lemons, clementines, kumquats, bergamots, limes, mandarins, oranges, grapefruit, pomelos, tangerines and citrons) due to risks of a severe allergic reaction. We ask that people with known severe allergies to come to our facilities with their « Épi-pen »

- Personal belongings
All clothing and personal belongings of users of the facility must by adequately identified. Users must ensure they have enough clothing for their stay at the respite facility. No laundry service is available unless clothing is dirtied. Users must provide at all times their incontinence panties or their sanitary towels. Each user must have his entire toilet bag including all hygiene items.

- Adapted transit
Parents are responsible for reserving adapted public or private transit services to bring their child to the facility and return them to their homes. The FIQ does not provide this service.

- Smoking
Parents, staff members, volunteers and users are not allowed to smoke at any time in the Marcelle and Jean Coutu center or in the specially adapted yard.
